Silence is NOT a proper response

After work, I went for a run on the Stanford campus with a friend. As we passed people, I would look at them, smile, and say "Hi". Most of these people were out walking or jogging. Some were out walking their dogs. Only two people responded when I said hi (I'm even counting a smile as a response). The others were too busy, too important, too snobby, or too unfriendly to respond.

How hard would it be to say hi or even smile when someone says hi to you? I don't expect any of them to say hi first, but what happened to common courtesy?

So, next time someone says "Hi" to you, please remember that silence is not a proper response.
